Keith McKean has been named vice president of transportation for the engineering, planning and surveying firm of Robert Bein, William Frost & Associates, Irvine. He will manage the company’s transportation department, which specializes in highway projects, transit, rail and other transportation modes. Previously, McKean headed the Caltrans District 12 office in Orange County.
