3 Arrested on Drug-Ring Charges

Law enforcement officers have arrested three men suspected of operating a San Diego methamphetamine and heroin distribution ring.
The arrests Thursday of Juan Carlos Gonzalez, Rufino Serna-Ramirez and Allen de Phillipes came after a two-month investigation of Gonzalez, who allegedly laundered drug money through his two auto repair and body shops in San Diego, in the 3600 block of Imperial Avenue and the 400 block of 15th Street.
“We think he’s been distributing heroine and methamphetamines for at least eight months,” said Ronald D’Ulisse of a task force composed of officers from local and federal agencies.
Undercover officers made three purchases of heroin and methamphetamines from Gonzalez over the last two months, according to D’Ulisse.
Undercover officers then negotiated the purchase of 6 pounds of methamphetamine from Gonzalez on Thursday, arresting De Phillipes and Serna-Ramirez, who allegedly acted as couriers for Gonzalez, D’Ulisse said.
The three are being held at the Metropolitan Correctional Center on charges of distributing methamphetamine, D’Ulisse said.
