William Henry Wagoner, 37, a former salesman for the Encino office of Yaeger Securities Inc., was censured, fined $15,000 and barred from working in the securities business by the National Assn. of Securities Dealers (NASD) for failing to respond to NASD inquiries about why the brokerage had terminated him in September, 1989.
