Yields Fall on 2-Year Notes: Yields on two-year Treasury notes fell to the lowest level in more than 2 1/2 years. The average yield was 7.49%, down from 7.84% at the Oct. 30 auction. It was the lowest rate since two-year notes averaged 7.39% on March 23, 1988. The notes will carry a coupon interest rate of 7.375%, with each $10,000 in face value selling for $9,979.
