Curb on Guests’, Maids’ Quarters

The Rolling Hills City Council has unanimously voted to introduce an ordinance that would require residents to get a conditional-use permit to build a detached garage or mixed-use structure on their property.
City Manager Craig Nealis said council members are considering the ordinance because they fear that garages and other detached structures are being used as guests’ or maids’ quarters, which is not permitted in the city. He said the measure would provide another layer of city review when a detached garage or mixed-use structure, such as a garage that also serves as a stable, is proposed.
