NATION : U.S. Opens to More Immigrants

WASHINGTON — President Bush, endorsing the first major revision of immigration law in 25 years, today approved a substantially higher limit on the number of immigrants allowed into the United States each year.
“Immigration is not just a link to America’s past. It is also a bridge to America’s future,” he said as he signed a bill adding 400,000 to the maximum number of immigrants for the next three years. The new upper limit is 2.1 million persons.
The measure allows 48,000 visas a year to be issued individuals from Italy, Poland, Ireland and other countries virtually shut out of U.S. immigration in the past 20 years.
