Border guards shot and killed 22 suspected Muslim militants after they illegally crossed into India from Pakistan, authorities said. A group of 25 crossed the border in the mountainous Kupwara region at dawn, according to a police spokesman, and opened fire when challenged by guards about a half a mile from the frontier. Kupwara is 50 miles northwest of Srinagar, the largest city in India’s Kashmir valley.
