AT&T; Slightly Reduces Some Rates: The average homeowner’s monthly long-distance bill of $16 will drop about 8 cents under an $83.4-million rate reduction for consumers and small businesses. The new rates, which took effect Tuesday, are slightly lower than AT&T; had predicted last month due to the Federal Communications Commission’s decision in late December not to increase what it charges AT&T; for federal programs to subsidize local phone companies.
