Supporters of Ft. Ord and Moffett Field began trying to persuade a bipartisan committee reviewing proposed base closures that the two San Francisco Bay Area installations deserve to survive. The two bases, like many small, older facilities in the country, are struggling to persuade budget-conscious planners that they are not relics of the Cold War.
