Scalping Crackdown: A stringent ticket scalping bill is scheduled to reach the Senate floor for debate today in Sacramento. The measure, introduced by California Judiciary Committee Chairman Bill Lockyear (D-Hayward), would make it a misdemeanor offense to resell tickets for profit anywhere “without the written permission of the owner or operator of the property on which an entertainment or athletic event is to be held.” The proposal also includes an amendment that could restrict extra charges by such outlets as Ticketmaster.
