WORLD IN BRIEF : WASHINGTON, D.C. : Memo Says Israelis Erred in Scud Count

Israeli officials overestimated the number of Iraqi Scud missile warheads that evaded the U.S. Patriot air defense system in Israel during the Gulf War, according to a U.S. Army memo. Written by a Patriot program deputy manager at the U.S. Army Missile Command, the memo also said the Israelis operating the Patriot batteries sometimes “experimented” with non-conventional means of using the defensive missiles. The memo said the Israelis counted all craters found after missile attacks as Scud warhead strikes, whereas U.S. inspectors in Saudi Arabia distinguished between craters caused by warheads and those caused by Scud fuel tanks or other debris.
