Saying he will devote his energy to representing the needs of San Diego’s neighborhoods, City Councilman John Hartley announced Wednesday that he will not run for mayor in 1992.
The 3rd District councilman, elected to his first term in 1989, said that he did not want to run for mayor at the expense of his mid-city constituents and would continue efforts to make City Hall decision-makers more aware of community needs.
Hartley, who had formed a committee to explore a run for the office that Mayor Maureen O’Connor will vacate next year, said he will return campaign contributions received since he announced his interest in the post last month.
Other likely candidates in the race include County Supervisor Susan Golding, City Councilman Ron Roberts, financier Tom Carter and growth control advocate Peter Navarro.
