MOVING UP: In pro football, one player’s misfortune can be another’s gain. When the Tampa Bay Buccaneers cut quarterback Chris Chandler this week, Jeff Carlson, a 1984 Pacifica High graduate, became the No. 2 quarterback, behind Vinny Testaverde. . . . Carlson, a former Ram, hasn’t seen much action. But he did play against Green Bay, getting intercepted three times in a losing effort.
