* Philip J. Luks, 48, senior vice president of Bechtel Corp., is returning to the San Francisco office of Thelen, Marrin, Johnson & Bridges as a partner in the law firm’s commercial finance group. He will continue as a managing director of Bechtel Enterprises and will assist San Francisco-based Bechtel in overseeing many of the company’s domestic and international independent power projects.
