Steel Companies Charge Dumping by Foreign Firms: Bethlehem Steel Corp. and CF&I; Steel Corp. said they filed an “anti-dumping” petition with the U.S. Department of Commerce against foreign steel producers in Japan, the United Kingdom and Luxembourg. The companies said in a statement that “persistent price pressure by dumped imports” of railroad rail has eaten away the money the companies would use for “modernization and investment.” A Bethlehem Steel spokesman said the dollar volume of domestic trade affected by the dumping is about $63 million. The two companies said they are the only two domestic producers of standard and premium railroad rail. If an investigation is begun, the probe moves to the International Trade Commission, which has until June 16 to make a preliminary determination on the charges.
