Rosemary L. Mulligan has been appointed vice president of US Facilities Corp. in Costa Mesa. Since 1986, she has directed the investor and public relations programs for the insurance company and its subsidiaries. Mulligan’s new responsibilities have been expanded to include product and promotional material development, as well as media relations.
