DIRECTED BY: While the candidates get all the attention, Registrar of Voters Donald F. Tanney, above, does most of the work--at least on Election Day. He is responsible for 2,059 Orange County polling places: setting up the machinery, deputizing precinct workers and counting the votes. Tanney, 52, a Democrat, worked 23 years for the county before becoming registrar in 1987. What does he like best? “There is kind of a finality to your efforts.”
