FUND RAISING: The experts predicted that a bad economy and a large field of candidates would mean shoestring budgets for most 1992 campaigns. And while it has been tough for political newcomers, several local incumbents are doing well. . . . Gil Ferguson (R-Newport Beach) raised a bit more for the current primary than he had in 1990. And two colleagues--Republican Tom Mays in Huntington Beach and Democrat Tom Umberg in Garden Grove--are slightly behind their 1990 pace. “The money has been there for us,” says Umberg aide George Urch.
