Welfare Plan Qualifies for Ballot

SACRAMENTO — Secretary of State March Fong Eu certified Monday that enough registered voters had signed petitions for Gov. Pete Wilson’s welfare initiative to qualify the measure for the Nov. 3 general election ballot.
Eu said that of the 1 million signatures collected, 715,137--or about 100,000 more than were required--were valid. The controversial proposal would reduce cash welfare grants up to 25% for some families, deny additional grants for children born to mothers on welfare, and restrict benefits for the poor who move to California from other states.
It would also give the governor new powers over state spending during financial emergencies. Wilson’s proposal is the fifth of eight initiatives submitted to Eu for verification.
