RENO — President Bush on Wednesday announced he will nominate Robert W. Kostelka, a Louisiana state court judge, to be U.S. district judge for the western district of Louisiana. Kostelka, of Monroe, La., has served on the Louisiana 4th Judicial District Court since 1983.
