Billionaire Forms Lebanon Cabinet

BEIRUT — Lebanon’s billionaire prime minister formed his 30-man government Saturday, taking the finance portfolio and bringing in technocrats to end social and economic rot.
Prime Minister Rafik Hariri’s government, the third since 15 years of civil war ended in 1990, was a break with the past as it included eight technocrats among 15 first-time ministers.
Hariri, an entrepreneur with Saudi royal links and in his first political post, named himself finance minister.
The new government will be installed only after a parliamentary vote of confidence.
