Manufacturers, Builders See Gloomy Months Ahead: The nation’s manufacturers saw a slight improvement in business conditions in recent months but don’t hold much optimism for the next few months, Dun & Bradstreet Corp. said. The construction industry, meanwhile, continues to be depressed and to have a bleak outlook for the near term, D&B; said in its October surveys of the two industries. The possibility of an additional $20 billion in infrastructure spending under a Clinton Administration offers hope for the construction industry in 1993 and 1994, D&B;’s manager of econometric analysis, Douglas P. Handler, said. But despite recent improvement in the business climate for manufacturers, “it is not enough to pull the industry out of its current slump,” he said.
