President-elect Clinton’s promise of a middle-class tax cut may be postponed because of the larger-than-expected deficit and worries about the strength of the economic recovery, congressional leaders said. “I’m not sure in the light of the present circumstances, that (a tax cut) shouldn’t be rethought,” said House Speaker Thomas S. Foley (D-Wash.), who has favored such a cut in the past. Rep. Vic Fazio (D-West Sacramento), another member of the House Democratic leadership, said he too supports a tax break for middle-income Americans, but “whether we can afford it under these circumstances is questionable.”
