Clark W. Higgins has been appointed president and chief executive of VSI Fasteners Inc., a Stanton distributor of prepackaged fasteners for the do-it-yourself hardware market. He succeeds Arnold J. Scribner, who is retiring after 20 years with the company. Higgins was formerly president and chief executive of Corona Clipper Co., a manufacturer of lawn and garden tools.
