HUNTINGTON PARK : Candidate, Committees Face Fines of $22,000

Huntington Park City Councilman Luis Hernandez and two campaign committees are facing $22,000 in fines for alleged campaign irregularities, officials at the Fair Political Practices Commission said this week.
Hernandez and the committees--Citizens to Elect Luis Hernandez and Huntington Park Citizens for Responsible Government--are accused of filing campaign disclosure statements months after they were due, ignoring requirements for reporting large contributions and making cash expenditures that exceeded the $100 allowed by law.
Most of the alleged violations stem from Hernandez’s successful bid for City Council in 1990. Other allegations involve a September, 1989, special election, in which Hernandez was treasurer of Citizens for Responsible Government, a committee formed to oppose a city utility tax.
Hernandez said the city clerk’s office had failed to give him proper guidance. “We were inexperienced, and we did not know about any of the filing responsibilities,” he said.
