Iraq Rebuilds Plant

MANAMA, Bahrain — Iraq has rebuilt the high-tech engineering plant outside of Baghdad that U.S. cruise missiles demolished less than two months ago, a U.N. nuclear weapons inspector said.
U.N. inspectors had deemed the plant capable of helping to develop nuclear weapons.
