N. Korea, U.S. Discuss Nuclear Pact

WASHINGTON — A U.S. diplomat in Beijing met Wednesday with his North Korean counterpart to express international concern at North Korea’s decision to pull out of a key nuclear control agreement, the State Department said.
The United States and other countries have reacted with alarm to the North Korean decision to withdraw from the Nuclear Non-Proliferation Treaty, which has been accompanied by a steep rise in tensions on the Korean Peninsula, where a bloody Cold War conflict raged in the 1950s.
A series of international contacts on the issue began Wednesday in Vienna with a meeting of senior officials of the United States, Russia and Britain.
The board of governors of the International Atomic Energy Agency, which conducts nuclear inspections, is to meet in Vienna today. North Korea has barred inspections by the agency.
