PacBell to Speed Advances: Pacific Bell plans to step up the installation of phone system advances. The state’s largest phone company said business in the San Francisco and Los Angeles areas will have the improved services, which will permit simultaneous transmission of voice, data and video, by early next year. PacBell said it will give universities, research facilities, hospitals and high-tech companies free access to the new network to spur development of new services for it.
