Cigna Agrees to Refund $10.8 Million: The insurer agreed to pay that amount in Proposition 103 rollbacks to policyholders, California Insurance Commissioner John Garamendi announced. The Cigna Insurance Group companies, which issue commercial and personal insurance policies, will pay an average policyholder refund of $104, the agency said. Cigna also agreed not to request rate increases in personal lines other than homeowners insurance for one year, and to lower by 15% the private-passenger physical damage coverage rates of one subsidiary, Allegiance Insurance Co. Cigna thus joins numerous insurance companies that have now paid $750 million in refunds and credits to nearly 7 million California policyholders, Garamendi said.
