GATT Chief Warns of Danger in Trade Talks Failure: Failure to reach agreement on the Uruguay Round could lead to the formation of economic blocs, mass migration from poor countries and increased political tension between Europe and the United States, GATT Director General Peter Sutherland was quoted as saying. In an interview with the Spanish newspaper El Pais, he said he was confident that an agreement could be reached by the Dec. 15 deadline despite outstanding differences. Apart from farming, the areas that most need a push forward by political leaders are financial services, the audiovisual industry and textiles, Sutherland said.
