World IN BRIEF : SOUTH AFRICA : Natal Tense, Quiet as Troops Move In

South African soldiers rolled into the Zulu stronghold of Natal, a day after President Frederik W. de Klerk declared a state of emergency amid unrest threatening this month’s all-race election. The troubled province appeared tense but was relatively quiet. Five deaths were reported from black factional fighting, fewer than the average daily toll in recent weeks, police said. But Zulu Chief Mangosuthu Gatsha Buthelezi, whose Inkatha Freedom Party is boycotting the April 26-28 ballot, said the emergency order could lead to civil war in KwaZulu, the Zulus’ self-governed homeland in Natal.
