Former Thrift Manager Wins Appeal: The U.S. 9th Circuit Court of Appeals threw out an Office of Thrift Supervision order barring a former savings and loan president from the financial industry for life. The court said the conduct of Young Il Kim in managing Delta Savings Bank in Westminster in no way warranted severe sanctions under federal law. The OTS imposed the ban after an administrative law judge said it had failed to prove its case.
