DRAWING LINES: Santa Clarita parents are concerned by a proposed redrawing of elementary school boundaries that could bring pupils from a lower-income, predominantly Latino part of town to their mostly white, middle-class neighborhoods (B1) . . . Cries of racism are already being heard, and denied by families who moved to the planned community seeking a refuge from urban ills.
