LAKE FOREST : Strip Club Hearing to Reconvene

A hearing on a strip club’s efforts to open a second cabaret in the city will continue before the City Council today.
After being rebuffed in an attempt to overturn a city moratorium on adult businesses, owner Mark Bailey will appeal to the City Council for an exception to the temporary ordinance. Residents are expected to pack City Council Chambers.
A previous request to allow the adult cabaret to open in a shopping plaza at 20562 Regency Lane was denied by City Manager Gaylord Knapp.
Currently the operator of Captain Cream’s on Lake Forest Drive, Bailey has battled the city for almost a year in his attempt to expand his business to a second venue.
Residents have banded to fight the proposed club, holding demonstrations and rallies. Not shying from the opposition, Bailey has shown up during at least one demonstration, accompanied by some of his dancers.
Lake Forest has a moratorium that bans new strip clubs while the city develops a comprehensive adult business ordinance. Bailey lost a recent court challenge to the moratorium.
City staff has recommended denial of the club owner’s appeal.
