2 Surrender to Police in Video Piracy Case

WESTMINSTER — Two men wanted on suspicion of operating businesses where 130,000 illegally copied videotapes were seized have surrendered to police, authorities said Tuesday.
Randy Russell, 41, of Westminster and Chris Huy-Ho, 31, of Fountain Valley were arrested Friday and Monday, respectively, on suspicion of videotape piracy, Police Detective Tom Rackleff said. Both men were released on their own recognizance the same day.
The men are suspected of illegally copying films in a back room equipped with about 500 VCRs, and then renting the movies out to the public at two stores, May Ngan I and May Ngan III, both on Bolsa Avenue, according to police.
Police raided the businesses in February along with five other video stores, confiscating about 250,000 pirated videotapes and hundreds of pieces of duplication equipment, police said at the time.
If convicted, each man will face a maximum of five years in prison and a fine of $250,000, Rackleff said.
