FCC Announces Plans for Phone License Auction: Minorities will get a chance to acquire potentially lucrative new mobile phone licenses at a special government auction in August, federal regulators said. The Federal Communications Commission will put about 1,000 phone licenses for cities and metropolitan areas across the country on the block Aug. 2. The FCC’s announcement came hours after a federal appeals court in Washington lifted a stay that had barred the agency from proceeding with the auction. The court lifted the stay after a legal challenge to the auction had been withdrawn. The auction was originally scheduled to begin in June.
