Hurricane Felix weakened, but forecasters said the storm could regain strength and threaten Bermuda, possibly delaying a planned independence referendum. At 5 p.m. EDT, Felix’s highest sustained winds were 100 m.p.h., a decrease from midmorning winds of about 125 m.p.h., according to the National Hurricane Center in Miami. Felix was located 335 miles south-southeast of Bermuda and was moving north at about 9 m.p.h. Felix’s path was being affected by a low pressure system.
