San Gabriel Valley : 2 Candidates Deadlocked for Diamond Bar Council Seat

Diamond Bar is faced with a deadlocked election for the first time in the city’s history, officials said.
A recount of the votes for an open Diamond Bar City Council seat showed that candidates Don Schad and Carol Herrera each received 1,609 votes. On Tuesday, both candidates requested a runoff election.
“The prescribed way of dealing with this by code is to draw lots,” said City Manager Terry Belanger.
But both candidates expressed concern that a coin flip is no way to end a tough campaign.
To hold the runoff, the council must pass a special resolution at its next meeting on Dec. 19. The runoff would take place in the middle of March, when it would be placed on the ballot with a previously scheduled special election on a city General Plan initiative, Belanger said.
In the meantime, outgoing Diamond Bar Mayor Phyllis Papen would remain on the City Council until either an interim council member is elected or until March, when a runoff election would determine her replacement. . . .
