Quake Insurance

I feel as if I have been violated by the state of California and specifically our insurance commissioner, Charles Quackenbush. My home received no structural damage from the Northridge quake, but because of my ZIP Code I am forced to pay to replenish the insurance coffers that have so benefited Quackenbush. This is a complete rip-off against all of the citizens of this state. Justice demands that insurance assessments be based upon prior damage or experience, not your mailing address. I was under the impression we abolished auto insurance premiums based upon ZIP Codes. Why not earthquake insurance based upon experience?
