City to Consider Closing Loophole for Vagrants

The Arcadia City Council will consider an ordinance next week that would close a loophole in a law allowing people to live on sidewalks or other pieces of public property in the city.
“We have absolutely no rules about people setting up camp on public property,” said Police Chief Ron Garner. “Someone could literally move onto land in front of City Hall.” Garner said his department only recently became aware of the loophole.
His officers occasionally come across vagrant encampments around the city, Garner said.
“We’ve had a few isolated incidents. Someone converted a sidewalk into a private residence,” he said.
