Benest Honored by Management Group

City Manager Frank Benest has been named the 1997 recipient of the International City/County Management Assn. Award for Skill in Intergovernmental Relations.
Benest will be honored at a luncheon Sept. 16 at the association’s annual conference in Vancouver.
Officials said Benest was recognized for his recent role in helping find solutions for two major issues facing Orange County: possible turnover of public landfills to private enterprise and potential disintegration of the Orange County public library system.
Benest was appointed by the county City Managers Assn. to address the challenges, and he led two groups of managers and met with county officials to hammer out solutions.
