Sex Charges Dropped for Lack of Evidence

The district attorney’s office will not file charges against a top Pasadena Water and Power manager who was accused by a female city employee of sexual assault, a spokeswoman said Friday.

The Special Investigation Division found insufficient evidence to charge Kabirr Faal, deputy manager of the city’s Department of Water and Power, said district attorney’s spokeswoman Elka Worner.

The decision to not charge Faal, 40, came after Pasadena police submitted a report on the accusations to prosecutors.

Faal was not available for comment Friday. But he has previously said the allegations are “false and outrageous,” and blamed city officials for leaking them to the public.

In May, detectives began investigating the allegations, but the inquiry came to a halt the next month when the woman making the accusations refused to talk to investigators, police said.

However, in late July the woman filed a claim against the city alleging that in 1991 and 1992 Faal subjected her to harassment that culminated with a sexual assault in his office. Police said she then agreed to cooperate and the police investigation was completed.
