Europe May Probe Massacres; Aid Sent

Algerian aid workers rushed about 22 tons of emergency aid--food, blankets, tents and clothing--to the western province of Relizane, where about 1,000 defenseless civilians have been killed in a series of massacres in the past 10 days. In London, British Foreign Secretary Robin Cook said the European Union has decided in principle to send a fact-finding mission as “an important initial step which will help the EU get a clearer picture of the situation on the ground.” Algeria’s foreign minister said his government welcomes the fact-finding mission as long as it plans to confront “terrorism.”
