Bill Seeks Breaks for Home Businesses

The battle to exempt home-based businesses from city registration fees and taxes has spread to the California Legislature.
Assembly Bill 2065, introduced recently by Assemblyman Tony Cardenas (D-Sylmar), would prohibit cities from requiring permits, licenses or taxes from any person working at home whose business does not affect the neighborhood. Specifically exempted would be businesses with fewer than one employee, two or fewer business-related deliveries daily, no more than one client visit hourly and no public advertising except for business cards, stationery, Web sites or e-mail.
The Writers Guild of America West had sought legislation at the state level after the city of Los Angeles last year enacted a controversial, home-based business ordinance requiring a $25 registration fee and payment of city taxes based on gross receipts. The guild, whose federal lawsuit against the city was thrown out of court last year, refiled Feb. 4 in Los Angeles Superior Court.
