The Irvine information systems and services company said it lost $5.3 million, or 49 cents a share, for the fourth quarter, contrasted with net income of $1.2 million, or 11 cents a share, for the 1998 fourth quarter. Revenue declined 31% to $12.6 million. The company said it lost $10.8 million, or 99 cents a share, in 1999, compared with a year-earlier net loss of $2.3 million, or 23 cents a share. The 1999 results included $5 million of one-time costs, including a fourth-quarter restructuring charge of $2.3 million. Revenue was down 9% to $56.3 million.
