The city will probably present a formal proposal to bring the Festival of Arts south at the May 3 City Council meeting, Mayor Susan Ritschel said.
The council on Wednesday decided not to extend its exclusive negotiation period with the festival because the city expects to have the letter of intent ready by the next meeting.
The meeting was heavily attended by festival exhibitors who are strongly against the move from
its longtime home in Laguna Beach.
San Clemente and festival officials are looking at a 30-acre site near the proposed Talega development, where the festival would have room to expand.
