The City Council tonight is expected to consider regulating massage parlors within city limits.
If passed, the ordinance would require massage parlor employees to submit to background investigations and fingerprint checks. It also would require such establishments to be licensed by the city. The council will meet at 7 p.m. at the Trabuco Canyon Water District offices, 32003 Dove Canyon Dr.
