Deal Reached on State Running City’s Schools

Barely beating a midnight deadline, state and city leaders reached agreement on a state takeover of the troubled Philadelphia school system as part of a plan to install a private company to run the district.
Under the agreement, a five-member commission will replace the school board. The commission will hire a chief executive, decide how many schools are to be privatized and approve contracts.
Gov. Mark Schweiker has said bold moves are needed in a 210,000-student district with a $216-million budget deficit and low test scores.
