* Electronic Data Systems Corp. is considering making a $4.3-billion bid for Anglo-French computer services company Sema, the London Observer reported without citing sources. Sema is mulling over a breakup of its businesses, the newspaper said. Plano, Texas-based Electronic Data Systems, the No. 2 U.S. computer services firm, declined to comment.
