Amendment Would Keep Congress Going

U.S. Rep. Brian Baird says the terrorist attacks have made him think about the unthinkable: what to do if a large number of his colleagues are killed or incapacitated.
Baird (D-Wash.) said he will introduce a constitutional amendment that would allow governors to appoint House members to 90-day terms in the event that a quarter of representatives--109--are killed, disabled, missing or presumed dead.
Baird said he’s worried that without such an amendment the government could grind to a halt while special elections are held to fill the vacancies.
